SOLUTION: Whether or not an ID number is recorded on a recoding medium is checked at the start of served record information and when no ID number is recorded, no signal is outputted to a recording and reproducing device 41. Since a terminal management unit 39 provide no signal to the recording and reproducing device 41 as long as no ID number is recorded on the recoding medium, a user cannot record a program and appreciate a TV program by using the recording and reproducing device 41 and the copyright is protected.
