PROBLEM TO BE SOLVED: To solve the problem that the color of a license plate number can not be decided and the iris of a camera can not be controlled to lightness suitable for a read of the license plate number. SOLUTION: A color camera is used to read the license plate number and then the color of the license plate number is decided and used to control the iris of the camera to lightness suitable for a read of the license plate number.
