PROBLEM TO BE SOLVED: To provide means for mass producing transparent spherical ice blocks for drinking from tennis ball size to candy size. SOLUTION: Transparent ice blocks are made by settling the lower part of a rubber balloon 33 encapsulating material water in a recessed seat 43a on a metallic heat exchanging plate 43 having high thermal conductivity, stopping the upper part of the balloon 33 with a thermal insulation sponge push cover 41 of a specified thickness while closing the opening, applying a thermal insulation material onto the push cover 41, carrying such a supporting frame into a refrigerator and blowing cooling air by means of a fan 48 from below the heat exchanging plate 43, and freezing the material water sequentially upward along the temperature gradient from the heat exchanging plate 43 side.
