The invention relates to a retaining and guiding device that is used as a substitute for a leash and that is continuously carried along without impedi ng the user or the animal. To this end, said retaining and guiding device is provided with an inner collar (1) facing inwards and an outer collar (2) disposed on top of the inner collar. Said outer collar (2) can be elasticall y stretched or extended against a restoring force.
