PURPOSE: An apparatus and method for controlling a power in a CDMA wireless communication system is provided to increase a voice quality and a receiving capacity by applying an inter-different power control method according to a mobility of a terminal, a kind of service, and a position of the terminal in cells. CONSTITUTION: If a request service is a data service, a terminal measures a receiving intensity of a pilot signal transmitted from a peripheral base station for judges whether a power limit value method is used to the terminal(604). If a receiving pilot intensity is less than a certain reference value(TH1)(605), the terminal sets a PL value as a maximum value(80dB)(606). If the receiving pilot is more than the certain reference value(TH1), a PL value is determined according to a reference value(THi)(607). A transmitting stop time(Tp) is determined(608). A base station measures a mean receiving power and an instantaneous receiving power of a signal transmitted by the terminal(609). A difference of the mean receiving power and the instantaneous receiving power is calculated and it is judged whether the difference value is more than the PL value(610). If the difference value is not more than the PL value, an output gain controller of the terminal adjusts an output according to an instruction so that an output of a transmitting antenna of the terminal is adjusted(612).
