PROBLEM TO BE SOLVED: To effectively use a channel in a wireless zone. SOLUTION: When a portable phone 101 makes a request of communication with a portable phone 102 belonging to the same wireless zone A as that of the portable phone 101, a wireless base station 10 searches a dead channel of a local channel and assigns the searched idle channel s of the local channel to the portable phone 101. Thus, the portable phone 101 uses the local channel s to make direct communication with the portable phone 102 and not via the wireless base station 10. When no dead channel is available, the base station assigns a conventional cellular channel. In the case that two sets of the portable phones using the local channel are placed apart in a way of giving no interference, the base station can assign the same local channel to the two sets of the mobile phones.
