PROBLEM TO BE SOLVED: To make an IPL program possible to be easily modified. SOLUTION: A system program is downloaded by providing an operation mode selection switch 12 to select an operation mode and an operation mode control unit 13 to stop operation of a CPU 10, to map a RAM 11 to an area according to an IPL operation mode when the IPL operation mode is selected by the selection switch 12 and to release stop the operation of the CPU 10 after an IPL program to be transferred from the outside through a communication means 14 is written in the RAM 11 to a processor system with the CPU 10, the RAM 11 and the communication means 14 with the outside and executing the IPL program written in the RAM 11 by the CPU 10.
