PROBLEM TO BE SOLVED: To preserve a desired image as image data of a form by which data is rapidly and surely read by the Internet without requiring the work skill of a camera operator and without time and labor in a video distributing system. SOLUTION: A data distributing method is the one for distributing data from a camera sever device 11 to a WWW server device 12 and is provided with decision processes S1002 and S1005 for deciding whether data is distributed in accordance with the access situation of a client 14 to the camera server device or not and distribution processes S1004 and S1008 for distributing data to the server device 12 based on a decision result by the decision processes.
