摘要 PROBLEM TO BE SOLVED: To prevent damage to a connection switching means due to rush currents, and to enable reduction in its size. SOLUTION: A group of batteries 11 and a group of capacitors 12 comprise a plurality of storage batteries 11a-11e and a plurality of capacitors 12a-12e, each being connected in series. A connection switching means 13 selectively switches first and second connection modes, which connect each capacitor to each storage battery corresponding to each capacitor or a storage battery next to each storage battery in parallel and a nonconnection mode, which electrically breaks each capacitor from any of each storage battery, and a control circuit 14 controls the connection switching means so that it repeatedly performs switching between the first and second connection modes. A pre-charging circuit 40 constitutes a closed circuit of a group of storage batteries and a group of capacitors, and has pre-charging switches 51, 52, and 53 which electrically connect or break the group of storage batteries and the group of capacitors. The control circuit controls the pre-charging circuit and electrically connect the group of storage batteries and the group of capacitors, when switched to the nonconnnection mode at the turning on of power.
