PROBLEM TO BE SOLVED: To surely inactivate pathogenic organisms filtered and separated, and also to efficiently utilize beat energy. SOLUTION: Pathogenic organisms such as Cryptosporidium oocyst are removed with a filter body 22a of a filter device body 22. Before backward washing, treated water is circulated to a raw water side via a circulation line 46, and also the circulation water is heated with a heat exchanger 44. Thus, the filter body 22a can be heated to a specified high temperature without discharging the treated water to the outside of the system, and the collected pathogenic organisms can be inactivated. Then, non-inactivated pathogenic organisms are prevent from being contained in the backward washing water. The heated water generated by a treatment of the filter device body 22 is stored in a heated water storage tank 90, and it can be reutilized for treatment of a filter device body 66.
