PROBLEM TO BE SOLVED: To provide a method of making a plate for a plate material and a plate-making apparatus capable of corresponding to digital image data and producing multiple sheets of printed materials having clear images in low cost at high speed. SOLUTION: This plate-making apparatus 1 comprises an ink jet image plotting apparatus that ejects oil-based ink from an ejection head by utilizing an electrostatic field as an image forming means for directly forming an image on the plate material 9 in accordance with a signal of image data, and an image fixing means 5 for obtaining a machine plate by fixing the image formed by the image forming means. When a malfunction occurs, the image forming is stopped and/or the cause of the malfunction is removed.
