PROBLEM TO BE SOLVED: To solve such problem that parameters with high validity is difficult to be obtained by obtaining static characteristic parameter and histogram and dynamic characteristic parameter as a load state change based on the change of sampling data by a filter operation. SOLUTION: In filter processing at a statistic process A (S12), the stepwise variation degree of a voltage is obtained as an index Vstep. Based on the index Vstep, static characteristic parameter is obtained and statistic average of the static characteristic is obtained and histogram form of the distribution is automatically calculated (S15 and S16). The calculation of the dynamic characteristic parameter in the case an event is cut with a filter indicates (S17 to S19) the validity of calculation of statistic average of the dynamic characteristic parameter and validity of a theoretical prediction equation with a quantity of error function.
