PROBLEM TO BE SOLVED: To provide a battery charging service for an electric motor cycle accommodating with a usage pattern. SOLUTION: Electric power is fed to a charging terminal 29 having a support capable of parking an electric motor-assisted bicycle from a charger 28 for a bicycle-mounted battery, and the battery of the parked bicycle is charged. The charger 28 for the bicycle-mounted battery comprises a boosting charger 28A and a normal charger 28B, and serves accommodating with an allowable time of users. The charger 28 also annexes a battery changing device 1 and serves for convenience of users who wants a charge to the battery as mounted on the bicycle, or who wants a battery changing.
