PURPOSE: A concrete building block and a constructing method thereof are provided to increase soil resistance pressure by preventing water pressure from being increased and an embankment from being collapsed by increasing the fixing power of the embankment related to the ground of the building block. CONSTITUTION: A method for constructing a concrete building block1 to construct an embankment and a retaining wall includes the steps of preparing a draining element(6) by constructing the concrete building block, reclaiming a filtering element(10) by contacting the filtering element with the rear part of the draining element, and slantwise reclaiming a stream element(13) at the rear part of the filtering element to form a drainage way.
