PROBLEM TO BE SOLVED: To transport construction sludge 2, which is solidified into blocks promptly and simply on the construction site, directly to a final disposal site 7 or a cement plant without passing through an intermediate treatment site 8. SOLUTION: A mobile square mixing tank 1 opened upward is carried to the construction site, the sludge 2 is charged into the tank 1, a solidifying agent 3 is added into the sludge 2, the sludge 2 and the agent 3 are mixed/agitated by a back hoe 4 in the tank 1, and the product 5 is transported directly from the construction site to the final treatment plant 7.
