PROBLEM TO BE SOLVED: To provide an elastic surface-transparent member which has a function of enabling attainment of restoration by the self-healing properties in a surface layer part thereof, by sticking it on an existing transparent penetration-resistant plastic member, and which can be used repeatedly without impairing the transparent penetration-resistant member, by replacing it when the function is lowered due to an abrasion of the surface caused by a flying object. SOLUTION: The elastic surface-transparent member 1 is formed by laminating a transparent elastic material (polyurethane sheet) 3 on the surface of the transparent member 2 excellent in penetration resistance so that it can be removed by a releasable adhesive layer 4.
