PROBLEM TO BE SOLVED: To give excellent various characteristics such as light weight, compression resistance, durability, dimensional stability, water resistance, sea water resistance, high bending strength, heat and cold resistance by coating the surface of a base fabric formed cylindrical by weaving a polyester fiber. SOLUTION: A thermoplastic synthetic resin paste is applied on both surfaces of the base fabric simultaneously by providing 2 cylindrical screens each having an opening bored into a prescribed shape to arrange to face each other at an optional interval, rotating 2 screens in the direction reverse to each other, holding the cylindrical base fabric by a gap between 2 screens to move in the longitudinal direction of the base fabric and applying the thermoplastic synthetic resin paste on the inside surface of 2 rotating screens to discharge simultaneously from the openings of 2 rotating screens.
