PROBLEM TO BE SOLVED: To provide a cell voltage detecting circuit of a multi-cell series battery capable of detecting a cell voltage with high accuracy, and a battery pack by using it. SOLUTION: This circuit is equipped with a cell group 1 formed by arranging plural cells in series, cell selection switch groups 2, 3, two sampling switches 4, a capacitor 5, each transfer switch 6 on the upper side and the lower side, and an A/D converter 7. The cell selection switch groups select one cell in the cell group, and the sampling switches execute sampling of the voltage of the selected cell and charge the capacitor, and as for the transfer switches, after transition of the sampling switches to the OFF state, the lower-side transfer switch is switched to the ON state to thereby lower the voltage to ground of the capacitor to an earth potential, and successively the upper-side transfer switch is switched to the ON state to thereby transfer the voltage of the capacitor to the A/D converter.
