PROBLEM TO BE SOLVED: To solve a problem of a conventional inter-road-vehicle communication system that has complicated the configuration of an on-vehicle wireless unit when a function of switching a reception frequency in time division is provided to the on-vehicle wireless unit. SOLUTION: In the inter-road-vehicle communication system where adjacent communication zones are placed partly in duplicate and 2-way communication is conducted between a plurality of road side wireless units 5Aa-5Ac transmitting road traffic information and an on-vehicle wireless unit 4A mounted on a vehicle 3, the road side wireless unit 5Aa forming a communication zone 2a transmits a communication channel with a frequency f1, the road side wireless unit 5Ab forming a communication zone 2b transmits a communication channel with a frequency f2 and hand-over channel with the frequency f1, and the on-vehicle wireless unit 4A receives the hand-over channel sent by the road side wireless unit 5Ab while receiving the communication channel with the frequency f1 sent by the road side wireless unit 5Aa, the on-vehicle unit 4A conducts hand- over processing. The on-vehicle unit can conduct hand-over without switching the reception frequency in time division.
