The apparatus to remove surface layers, and especially from floors which contain hazardous matter such as asbestos, has a powered tool (2) with grinding surfaces (4) within a housing (3). The housing (3) has a connection (7) for a suction hose, on the side away from the grinding zone. The edge (10) of the housing, towards the surface layer to be removed, has a flexible shrouding (11) which extends at least as far as the working level of the grinding surfaces (4). The flexible shrouding (11) is of a rubber elastic material such as a plastics and/or a seal of bristles.
