PROBLEM TO BE SOLVED: To provide a method for easily imparting antibacterial action to seawater and a new effective utilization of marine deep water. SOLUTION: A weakly alkaline aqueous solution collected at a cathode side and having pH of >=7 and <=10 obtained by subjecting marine surface water or the marine deep water to weak electrolysis exhibits excellent antibacterial action and the aqueous solution is useful as an antibacterial agent/freshness holding agent. The weak electrolysis of seawater is useful as the method for easily imparting antibacterial action to the seawater.
