PROBLEM TO BE SOLVED: To provide a rotor shaft for a rotary electric machine provided with high strength, high toughness and high magnetic properties and to provide a large capacitance rotary electric machine and a large capacitance generator using the same. SOLUTION: This high strength low alloy steel has a composition containing, by weight, 0.15 to 0.30% C, <=0.1% Si, 0.05 to 1% Mn, 3.0 to 5.0% Ni, 2.05 to 3,0% Cr, 0.1 to 1.0% Mo, 0.03 to 0.35% V, and the balance substantial Fe, or containing 0.15 to 0.35% C, <=0.1% Si, 0.05 to 1% Mn, 3.25 to 5.0% Ni, 1.5 to 3.5% Cr, 0.1 to 1.0% Mo, 0.03 to 0.35% V, and the balance substantial Fe, and in which the above (Ni/Cr) ratio is 1.2 to 1.81, and the rotary shaft for a rotary electric machine uses the same. In this way, a large capacitance generator with the capacitance of 900 MVA or more and a motor with the rotating speed of 5,000 rpm or more can be produced.
