PROBLEM TO BE SOLVED: To provide a video editing device that can remove discrepancies among quantization matrix information sets and can prevent deterioration in image quality due to combining of scenes. SOLUTION: A quantization matrix, used for decoding each scene extracted on the basis of scene information and each scene, is segmented on the basis of the scene information. A quantization matrix information adjustment means 104 adds the extracted quantization matrix information to each segmented scene, when the quantization matrix information sets before and after the combination are dissident, and combines individual scenes to generate a new stream.
