<p>PROBLEM TO BE SOLVED: To highly efficiently multiplex plural transport streams(TS) by statistically multiplexing the T3 of a variable rate while guaranteeing any packet is not abandoned by a change in the rate of the other TS concerning the TS of peak priority concerning a multiplexer for multiplexing the plural TS to a cyclic frame structure for the unit of a packet in time-division manner. SOLUTION: Any one of priority more than one is set to each of TS while using plural buffers 1, and the number of input packets for each TS is measured in a frame cycle. When the measured number of packets exceeds a separately specified maximum input packet number, a control part 2 performs process for lowering the priority of excessive packets or all packets sent within a frame period and further, concerning the assignment of the number of packets to each of TS for each frame, processing is performed for securing the required number of packets from the highest priority. On the basis of information from the control part 2, a multiplexing part 3 multiplexes the packets to the frame.</p> |
