PROBLEM TO BE SOLVED: To monitor and control slave stations 20 and slave stations 30 while freely allowing wired lines 10a and radio lines 10b to be present together. SOLUTION: A computer 11 of a master station 10 is provided with a man- machine interface layer, a wired communication layer for respective wired lines 10a, a radio communication layer for a radio line 10b, and protocol conversion layers interposed among the interface layer, the wired communication layer, and the radio communication layer. The protocol conversion layer converts down data Q from the interface layer to the respective formats of the wired communication layer and the radio communication layer and converts up data P from the wired communication layer and the radio communication layer to the common format for the interface layer.
