PROBLEM TO BE SOLVED: To reduce the amount of inert gas. SOLUTION: This treating device includes a heater 8 in common use for storage in which the inert gas of a high temperature in a range of not fluidizing ash in flying ash is blown and is held at a prescribed temperature for a prescribed time to pyrolyze organic chlorine compounds in the flying ash and an ash cooler 9 which cools the flying ash after the pyrolysis. The device is provided with a heating gas circulating line 15 which supplies the inert gas of the high temperature to the heater 8 in common use for storage via a burner type heater 41 and circulates the inert gas discharged from the heater 8 in common use for storage to the heater 8 in common use for storage via the burner type heater 41. This heating gas circulating line is provided with a gas discharge line 19 by interposing a dust filter 14 connected with a gas supply line 17 for backward washing. The steam quantity in the circulating gas is balanced at a specified rate by discharging the inert gas quantity for backward washing and the gas quantity corresponding to the steam generation quantity from the flying ash.
