PROBLEM TO BE SOLVED: To sort a binding implement using rivets capable of easily dropping the rivets even by fixing the implement by using the rivets to a cover. SOLUTION: A file 10 is constituted by providing the binding implement 12 having a binding member 21 on a base 20, the cover 11 for holding the implement 12, a rivet 12 penetrating a cover hole 18 provided at the cover 11 and a base hole 26 provided at the base 20, and a washer 14 disposed between the tip end 13A of the rivet 13 and the edge periphery of the hole 26. The end 13A of the rivet 13 is caulked and engaged with the washer 14. Thus, the base 20 and the cover 11 are integrated. Meanwhile, the washer 14 is broken to allow the rivet 14 to release from the base 20 and the cover 11.
