PURPOSE: An apparatus and a method for automatically transferring an SCCP(Signaling Connection Control Part) service in a No.7 signaling network are provided to automatically transfer a connectionless service mode to a connection-oriented service mode in case that signal traffic increases excessively as too many messages are transferred to an SCCP user part, when messages are transferred by connectionless service. CONSTITUTION: An SCCP(Signaling connection Control Part)(22) is composed of a signaling network management part(24), a connectionless message control part(25), a connection-oriented message control part(26), a routing control part(27), and a service transfer control part(28). The signaling network management part(24) manages the status of an SCCP user part(21) and the status of a destination point's SCCP user part. The connectionless message control part(25) provides connectionless message transfer associated functions by connectionless service. The connection-oriented message control part(26) provides connection-oriented message transfer associated functions by connection-oriented service. The routing control part(27) discriminates where to transfer the messages from the connectionless message control part(25) and the connection-oriented message control part(26) or the messages from an MTP(Message Transfer Part)(23). The service transfer control part(28) is composed of a message counter part, a connection-oriented service setup/release part, and a message conversion part.
