PURPOSE: A water treatment agent containing 3-isothiazolidone as a basic composition, phosphonate and an acrylate copolymer is provided, which can inhibit the formation of scales and microorganism slime generated in an open circulatory system at the same time. CONSTITUTION: This water treatment agent contains 0.05 to 14% by weight of isothiazolidone of formula 1, 0.1 to 50% by weight of an acrylate copolymer of formula 2, 0.1 to 50% by weight of phosphonate and the balance of water based on the total weight of the composition. The composition is characterized in that it is poured into various drain pipes containing a cooling tower, a heat exchanger or the like.
