PROBLEM TO BE SOLVED: To suppress uncomfortable vehicle behavior in a low frequency range such as a time of quick steering, quick start and quick braking, without deteriorating riding feeling in a high frequency range such as a traveling time on a general road. SOLUTION: An actuator 9 is equipped with a cylinder 20 sealing hydraulic oil connected to either of a spring lower member and a spring upper member, a piston 22 for dividing the inside of the cylinder into an upper piston chamber 21a and a lower piston chamber 21b, and a piston rod 24 having one end connected to the piston and the other end connected to the other of the lower spring member and the upper spring member. Damping force is generated by stretching movement of the piston rod, corresponding to a relative velocity of the piston sliding in the cylinder. A variable volume reservoir 26 communicated with the inside of the cylinder is installed, and the inner volume of the reservoir is varied by control of a volume control part based on sensor information, to thereby adjust the pressure in the cylinder so that oil pressure in the vertical direction works on the piston.
