PROBLEM TO BE SOLVED: To provide a common mode choke coil at a low cost, where high frequency impedance is high both in the common mode and the differential mode, and a common choke coil can be easily manufactured, and a manufacturing method of the common mode choke coil. SOLUTION: Two spiral conductors, which are electrically insulated with each other and whose electrical lengths are almost equal, are arranged on a base substrate 10 composed of a magnetic material or dielectrics. A common mode choke coil which has I/O terminals on the respective spiral conductors is formed. In the two spiral conductors, a first spiral conductor is in close contact with the surface of the base substrate 10, and a second spiral conductor is arranged in close contact with the first spiral conductor via a soft magnetic layer 12.
