PROBLEM TO BE SOLVED: To solve the problems, in which a data signal line SL is not charged up to a desired potential due to the fluctuation of a standby charging potential PCV, while standby charging is conducted from a standby charging circuit PC to the line and the power consumption is increased due to the need for providing a current amplifier section to suppress the fluctuation of the standby charging potential. SOLUTION: A standby charging potential stabilizing section ST, which is made up with a current control means and an electric charge holding means, is provided to stabilize a potential PCV. The current control means is constituted of a capacitor and the electric charge holding means is made up with a resistor. The electric charge holding means holds a potential to be supplied to a line SL, and the current control means suppresses the current flowing into from a control signal generating circuit CTL, so as to be able to suppress power supply fluctuation at the circuit CTL. Thus, the fluctuation in the potential PCV is suppressed, the line SL is charged up to the desired potential, the image deterioration of the device and the increase in the power consumption are suppressed.
