PROBLEM TO BE SOLVED: To provide a measuring device for a film carrier tape for mounting an electronic component, which can automatically measure dimension of leads, such as the width of the leads, pitch between the leads, the length of the leads and the positions of the leads of a large quantity of samples of the tape, in a short time and moreover, accurately and with accuracy, the measurement method of the film carrier tape and a fixed plate for measurement which is used for the measuring method. SOLUTION: This measuring method of a film carrier tape for mounting an electronic component, where the width of leads are measured, the pitch between the leads, the length of the leads, the positions of the leads and the like for forming the wiring pattern of the tape are measured includes steps, where the film carrier tape is placed on a placement base for moisture conditioning provided in the interior of a measurement chamber shut off from the outside atmosphere, the air subjected to moisture conditioning at a constant temperature is fed in the measuring chamber to be subjected to moisture conditioning the tape, the tape subjected to moisture conditioning is taken out from the placement base to transfer the tape to a length measuring unit provided in the interior of the measuring chamber and the width of the leads, and the pitch between the leads and the like of the tape transferred by a transfer unit are measured using the length measuring unit.
