PROBLEM TO BE SOLVED: To accommodate communication capacity by a packet, where real-time performance is a requirement and a packet, where the real-time performance is not a requirement. SOLUTION: A master transmission channel is controlled in time division manner, a terminal station to which divided time slots are assigned uses only required time slots and releases the remaining time slots. The other stations share remaining time slots, in accordance with the channel scrambling type protocol.
