PURPOSE: A handoff performing apparatus in a mobile communication system and a method thereof are provided to improve the performance of a mobile terminal and reduce a load to a system by performing a handoff at a proper time point in consideration of a moving direction and a moving speed of a mobile station as well as a receiving strength of a pilot signal. CONSTITUTION: A mobile station controls a PN phase corersponding to a searching window and detects a receiving signal(611). The mobile station computes an energy value for the detected signal(613), and checks whether searching has been performed for every PN phase of the searching window(615). When searching has been performed for the every PN phase, the mobile station stores the detected PN phase(617) and checks whether a PN phase has been changed from the previously detected PH phase(619). When there is a change in the PN phase, the mobile station obtains the difference between the previous detection time and the current time and stores time required for the change of the PN phase(621). The mobile station checks whether the detected PN phase is greater than the previously detected PN phase(623). If the former is greater than the latter, the mobile station checks whether the charge time is above a pre-set value(625). If the change time is above a pre-set value, the mobile station sets that the mobile station itself is being quickly moved from a base station corresponding to the searching window(631), increases a handoff termination critical value and is terminated(633). If the change time is below the pre-set value, the mobile station sets that the mobile station itself is being slowly moved from the base station corresponding to the searching window(627), reduces the handoff termination critical value and is terminated(629). If the changed PN phase is smaller than the previous one, the mobile station checks whether the change time is above the pre-set value(635). If the change time is above the pre-set value, the mobile station sets that the mobile station itself is being slowly moved toward the base station corresponding to the searching window(641), increases a handoff starting critical value and is terminated(643). If the change time is below the pre-set value, the mobile station sets that the mobile station itself is being quickly moved toward the base station corersponding to the searching window(637), decreases the handoff starting critical value and is terminated(639).
