PROBLEM TO BE SOLVED: To provide an optical rotational angle detecting device, a rotation detecting device, and an optical rotational angle detecting method which can accurately detect the angle of rotation of a light beam. SOLUTION: A device comprises a photodetecting means which independently detect the incidence positions of at least two light beams moving while drawing a circle or part of it and an arithmetic means which computes and outputs the angle of the straight lines, connecting the positions detected by the photodetecting means, on the photodetecting means. The photodetecting means comprises at least two rings composed of independent photodetecting elements which are annular, nearly concentric with the circle where the light beams move, and constituted successively on the periphery of the circle and have different radii. The photodetecting means perform detection independently by angle areas.
