PURPOSE: Controlling device and method for a vehicle engine are provided to control position of an EGR(Exhaust Gas Recirculation) valve through arranging a negative pressure sensor on a vacuum pipe or a solenoid valve mixing unit between the engine and the EGR valve. CONSTITUTION: A device for controlling an engine is formed by a negative pressure detect instrument between the engine and an EGR valve for detecting negative pressure of the engine; a control instrument receiving a signal from the detect instrument for calculating a duty rate and a target negative pressure to output a duty control signal; and a drive instrument duty controlled by the duty control signal. Herein, the control instrument detects a first negative pressure for operating the target negative pressure and the first negative pressure. In case of the calculated value within an established tolerance range, the control instrument is returned to a main routine. Otherwise, a subtracted value of the first negative pressure from the target negative pressure decided to be over zero. Then, the control instrument calculates a second negative pressure by multiplying the target negative pressure to an added value of the first negative pressure and the tolerance value. Otherwise, the second pressure is calculated by multiplying the target pressure to a subtracted value of the tolerance value from the first pressure. The second negative pressure is converted into the target negative pressure for outputting the duty control signal.
