PROBLEM TO BE SOLVED: To provide a system for securely and safely transmitting and generating a picture from an objective picture output unit to an objective receiver. SOLUTION: Data 501 which is desired to be received/printed is generated into ciphered data 502 by using the symmetrical key 510 of a first key generated at random. Then, an open printer key 520 is obtained and it is used with asymmetrical ciphering algorithm and a second symmetrical key 511 is generated. It is used for specifying the objective picture output unit. Then, an open reception key 530 is used and the second symmetrical key 511 is re-ciphered. A third symmetrical key 512 ciphered twice is generated. Thus, the specified combination of the secret key of the objective receiver and the secret key of the objective printer is obtained. Data using a header 551 to which print job information is added and a hash algorithm 570 for guaranteeing the safety of data and symmetrical ciphering data 502 are added and print job information 550 is transmitted.
