PROBLEM TO BE SOLVED: To provide a picture thresholding device and a threshold modulating method for modulating a threshold to have the equal distribution of dots between the light area and the dark area of a picture on thresholding a digital picture having the prescribed number of gradations. SOLUTION: The picture thresholding device is provided with an input pixel updating means for updating an input pixel value, a thresholding means for thresholding a present pixel inputted from the input pixel updating means, a thresholding error detection means for detecting the error value of the output picture of the thresholding means, a threshold modulation means for modulating the prescribed threshold of the thresholding means, and an error and update information value transmitting means for transmitting an update information value with respect to the input pixel value to the input pixel updating means.
