PURPOSE: A public phone having a communication time variable limitation time division apparatus is provided to directly control and manage a communication charge based on a communication distance, communication medium and communication time in a public telephone and process data input and output operation. CONSTITUTION: A card recognition controller(1) and a short cut button controller(2) are formed in a public telephone in a module for cooperating with voice advertising transmission controllers(3,4,5,15). Voice advertising transmission and voice service controllers(3,4), a communication controller, a communication time controller(7) related to a communication distance controller, a timer(10) connected with the communication time controller, a digital time controller(11), and LCD controllers(3,6) are formed in a module. The power supply unit(12) is provided for controlling the elements. Advertising transmission display controllers(3,4,5,6) control the voice ad and voice service. A material input and output controller(8) controls and manages a communication distance, a communication medium and a communication time.
