PURPOSE: An apparatus for controlling and monitoring an automobile using two-way paging network and a method for remote-controlling and monitoring a car equipped with the automobile are provided to enable the remote control of an automobile as well as to detect the robbery of the automobile and its location by using the two-way paging network. CONSTITUTION: In the device(10) for controlling and monitoring an automobile from the outside by using the two-way paging network, an RF transceiving means(11) receives the signal corresponding to a predetermined control mode of the automobile from the two-way paging network and then transmits the status signal of the automobile to the two-way paging network. A control means(12) controls at least one element relevant to the operational status of the automobile according to the control mode based on the signal received from the RF transceiving means, and outputs the status signal of the automobile resulted from the control operation to the RF transceiving means. The device(10) including the RF transceiving means and control means is mounted organically onto the automobile with a subscriber number given from the two-way paging businessman.
