PROBLEM TO BE SOLVED: To enhance the water decomposition activity of a photooxidation catalyst of an RuO2/TiO2 system. SOLUTION: A photooxidation catalyst high in water decomposition activity is obtained by coating a titanium oxide film with rethenium red which is an aqueous solution of a ruthenium complex and baking the coated film to support ruthenium oxide on the film.
