PROBLEM TO BE SOLVED: To surely extract city water without leaving top water when extracting, while facilitating execution and reducing cost, even when a drain cock is connected to a flexible water service pipe. SOLUTION: This liquid-extracting device for piping has a flexible water service pipe P connected on the downstream side of the drain cock 2, a moving body section 3 composed of a first moving piece 3o having a through-hole 3os housed movably in the flexible water service pipe P and a second moving piece 3i smaller than the first moving piece 3o for closing the through-hole 3os, in the case of extraction and preventing water conveyance to the downstream side, while being separated to the downstream side from the first moving piece 3o in the case of water supply and permitting water supply, an upstream-side control section 4 being mounted on the upstream side of the flexible water service pipe P and controlling the movement of the first moving piece 3o, a downstream-side control section 5 installed on the downstream side of the flexible water service pipe P and controlling the movement of the second moving piece 3i, and a water-supply permitting section 6 for permitting water supply, when the second moving piece 3i is controlled by the downstream-side control section 5.
