PROBLEM TO BE SOLVED: To efficiently carry out impediment in winding or pulling out a belt according to the abnormal state of a vehicle developed during the travel of the vehicle. SOLUTION: A frame 10 is provided with openings 14, 17 formed with internal teeth 15, 18 of specified circular arc shape. A spool 20 for winding a web is provided with flanges 22, 23 positioned at the thickness parts of the openings 14, 17, and a first sprocket 25. A webbing control device 100 is provided with a locking pawl 40, a retainer 50 adjacent to the first sprocket 25, and a clutch wheel 60 connected to a mass body 70. When the web is accelerated, latches 75, 76 of the mass body 70 are engaged with a second sprocket 52 of the retainer 50. Then the retainer 50 rotates the locking pawl 40 so as to be engaged with the first sprocket 25. In case of emergency of the vehicle, a pawl lever 140 of a pawl device 200 is engaged with a second external tooth 64 of the clutch wheel 60.
