PURPOSE: Provided is a process for producing 2-hydroxyethyl acrylate in the presence of an ion exchange resin catalyst in a high yield, the ion exchange resin catalyst can be recycled. CONSTITUTION: The 2-hydroxyethyl acrylate is produced by reacting an acrylic acid and an ethylene oxide at a temperature of 65-95deg.C in the presence of a strong basic anion exchange resin or a strong acidic cation exchange resin. The strong basic anion exchange resin has quaternary ammonium as an active group and is gel type, porous gel type, or macroporous type. And the strong acidic cation exchange resin has sulfonic acid as an active group.
