<p>PROBLEM TO BE SOLVED: To prevent a phenomenon that subsequent packets cannot be outputted although they can be outputted since they do not receive congestion detection signals when the congestion detection signal is inputted to the head packet since an output order is fixed in preferential control using a conventional single output queue. SOLUTION: When a first or a second congestion notice signal 14 or 15 is inputted to a forward/backward packet comparison/exchange means 4, a queue exchange instruction 7 is outputted to the individual packets of the output queue 2 with respect to a scheduled packet outputted to a first or second output route 12 or 13. The orders of both packets are exchanged by the queue exchange instruction 7.</p> |
