PROBLEM TO BE SOLVED: To automatically rotate two shafts in accordance with a proper operating order only by simply specifying a rotating direction of one operating shaft without considering the operating order. SOLUTION: One operating input axis 50 is rotated in a valve opening direction, simultaneously, an output rotating member 32 is rotated in the valve opening direction, a transmission link 36 is moved while moving an output link 33 along a first track 40 by this rotation, after opening an auxiliary valve element 3 by rotating an auxiliary shaft 14 by movement of this transmission link 36, a spindle 4 and a main valve element are opened. Additionally, an operating input shaft 50 is rotated in a valve closing direction, the transmission link 36 is moved in the opposite direction of the above movement while moving the output link 33 in the opposite direction of the above movement along the first track 40, and the auxiliary valve element 3 is closed after closing the main valve element 2 first by movement of this transmission link 36 in the opposite direction.
