PROBLEM TO BE SOLVED: To provide a camera controller that can properly monitor a supervisory area of a wide range with one camera by photographing the supervisory area of the wide range by the camera whose photographing field angle is selected to the wide position, and automatically photographing a magnified video image of a supervisory point on the occurrence of abnormity in the required supervisory point. SOLUTION: A preset function of a universal head controller 12 registers a shot to photograph a required supervisory point in advance and a photographing direction and a photographing field angle of the camera 40 are set to a wide photographing range including the photographing range of the shot to photograph the supervisory area of the wide range. If any abnormity takes place in any of supervisory points due to an intruder or the like, the shot to photograph the supervisory point is automatically selected and the magnified image of the supervisory point is photographed.
