<p>An optical waveguide whipping end (144) cutting apparatus (42) and method of separating the whipping end (144) from a wound segment includes an active cutting element (42). The cutting element (42) is positioned to cut off a whipping end (144) from an optical fiber (12) being wound onto a rotating spool.
