摘要 PROBLEM TO BE SOLVED: To provide a method of ionizing oxygen which uses a substance having photocatalytic functions effective in the absence of light so that photocatalytic effects of titanium oxide can be continuously exhibited even in a dark part where no light exists, such as the inside of a water pipe, a storing tank or an intake pipe. SOLUTION: The method of ionizing oxygen by the photocatalyst effective in the absence of light is realized by using or arranging a coating material or a ceramic which is obtained by mixing titanium oxide with a mixture of a normal magnetic material and a diamagnetic material and exhibits photocatalytic functions in the absence of light as an internal coating material for a pipe through which water or air passes or a tank for storing water or air in the absence of light.
